CEC admits absence of decisions on its web-site

Lack of certain decisions by the Central Election Commission on its official web-site do not infringe on the rights and legitimate interests of voters, says CEC chair Mrs. Lidziya Yarmoshyna in her reply to Mahiliou human rights defender Barys Bukhel.

At the same time, she admitted that the high election officials fail to publish some of the CEC’s decrees governing the Commission’s activities, including working trips by the CEC members to the regions.

However, Barys Bukhel stresses that Par. 1 Art. 321 of the Electoral Code does not specify any limits to the principles of openness and transparency of the CEC’s activities.

“The key issue of every election campaign is confidence in election commissions. Secondly, all the working trips of the CEC members deal with securing and regulating electoral procedures at the local level. The process is of great interest to all those involved in the election campaign,” says the human rights defender.

“It is evident that every pro-democratic party and public association would like to know in advance of the CEC members’ trips to the regions and the objectives of these trips, as they may need to delegate their observers to attend the meetings of the CEC members with local authorities and members of election commissions,” says Barys Bukhel.
