About 200 copies of the book “Elections to the Chamber of Representatives of the Fifth Convocation. September 23, 2012. Results of Independent Observation.” were sent by the activists of the campaign “Human Rights Defenders for Free Elections” to various government agencies, libraries, members of the Chamber of Representatives, embassies, and all those who are interested in the assessments of election law and conclusions of observers during the parliamentary elections in 2012.
Civil activist from the Astravets district Mikalai Ulasevich filed the sixth appeal to the Office of Prosecutor General of the Republic of Belarus. All previous tappeals were returned to him without consideration on the merits. Mr. Ulasevich also attached to his appeal the 30-page complaint which was also filed to the Supreme Court of the Republic of Belarus.
On 14 March Baranavichy human rights defender Siarhei Housha received by mail a ruling of the head of the Supreme Court of Belarus Valiantsin Sukala abolishing the refusal of a judge of Brest Region Court (dated 4 October 2012) to consider his cassation appeal due to the alleged expiry of the terms of consideration.
The Tsentralny District Department of the Investigative Committee in Minsk responded to complaint concerning the illegal detention of participants in the project "Election Observation: Theory and Practice."
Ihar Sluchak, former candidate for Parliament in Homel-based constituency No. 34, received a reply to his appeal issued by the Constitutional Court. In his appeal, the pro-democratic activist urged the Constitutional Court to order the review of his earlier complaint at the Supreme Court of Belarus.
On 12 December the Mahiliou District Court considered the cassation and private appeals of a civil activist Aliaksei Paulouski against the verdict of the Leninski District Court of Mahiliou on his lawsuit against the member of the Chamber of Representatives (the lower chamber of the Belarusian parliament) Eduard Siankevich.
The Mahiliou coordinator of the “For Fair Elections” campaign is dissatisfied wit the verdict of the judge Ratnikava of the Mahiliou Leninski District Court of 11 September 2012 and the verdict of the judge Kachalava of 18 November 2012.
On 21 September the environmental activists Ivan Kruk and Mikalai Ulasevich were detained by the police. The detainees' apartments were searched, Kruk and Ulasevich were questioned concerning the alleged distribution of illegal electoral agitation matter.
A former candidate for the parliament Ihar Sluchak applied to the Constitutional Court. During the latest parliamentary election he ran at the Homel-Savetskaya election constituency #34. A thorough monitoring was held by the campaign “For Fair Elections” almost at all precincts of this constituency. According to the observers, the turnout was falsified: the real percent was 35, not 60, as reported by the election commissions.
On November 19, human rights defender Siarhei Housha received a response from the Department of the Interior of Baranavichy city executive committee signed by its deputy chief Colonel Aliaksandr Trafimau. The police official succinctly summarizes that no trustworthy data on forcing the students of Baranavichy State University to early voting in the parliamentary elections has been received during the consideration of Siarhei Housha’s statement.
Aliaksandr Melnik, a former candidate for the parliament at the Brest-Western constituency #1, strives for imposing administrative punishment on the head of the precinct election commission #39 Leanid Valabuyeu who prohibited him from being present during the vote count.
As we reported earlier, the coordinators of the campaign "For Fair Elections-2012" in Orsha registered a number of violations of the Electoral Code of the Republic of Belarus in electoral districts Nos. 26 and 27. The violations were reported to Orsha Investigative Committee by sending a notice of infringement of Article 54 of the Electoral Code, dealing with voting at the voter’s residence.
