The analysis of the constituency election commissions of Homel shows a tendency characteristic for the whole Belarus: “occasional” people rarely become members of election commissions, all of them are formed according to one scenario – representatives of executive committees, enterprise administrations and secondary schools are included in them as nominees of civil associations, trade unions and groups of citizens. However, according to the law the share of state officials must not exceed one third in a commission.


Yubileinaya constituency #31

9 out of 13 members of the commission have already worked at the election commission during the previous parliamentary election. Some of them also worked in the commission during the presidential election. In particular, the assistant director on ideological work at Electric Equipment Ltd. Sviatlana Staina was included to the commission as a representative of the “state NGO” “Belaya Rus” during the presidential election, and as a representative of a group of citizens – during the present election.

The deputy head of the Chyhunachny Districft Exective Committee of Homel Natallia Kavaliova was included in commission #31 as a representative of a trade union. Her colleague, the head of the committee's social assistance department Aliaksandr Kalenchyts was nominated to the commission by collection of electors' signatures.

The head of the trade union of the Chyhunachny district unit of the trade union of workers of science and education Tatsiana Stryzhak, who used to head of the education department of the Chyhunachny District Executive Committee, was nominated to the commission the same way.

The deputy head of the “Sugar Trade” enterprise Alena Babok was also nominated to the commission as a representative of a trade union.

A member of the Homel City Council, the head of a “Belprambudbank” branch Halina Kasaverskaya was included in the commission as well. By the way, during the earlier parliamentary election she also worked at an election commission, but at Sialmashauskaya constituency. Communist Viktar Zabarny who, on the contrary, worked at Yubileynaya constituency during that election, became a member of the Sialmashauskaya constituency. The same happened to Siarhei Karneyeu, deputy head of the housing economy “Chyhunachnaye”, nominated “by citizens”, and to Tatsiana Kazhamiakina.

Viktar Surovy, the head of the Homel branch of the Belarusian railway, was included in the commission as a nominee of a labor collective.


Sialmashauskaya constituency #32

9 out of 13 members of the commission had worked at election commissions during earlier elections. The head of the department of the organizational and personnel work of the Chyhunachny District Executive Committee Liudmila Miashkova was nominated to the commission as a representative of a trade union. Liudmila Raskazava, deputy head of the Chyhunachny DEC, was nominated by citizens. Th head of the culture department of the Chyhunachny DEC Maryia Famianok was also nominated by a trade union. The deputy head of the state polytechnic lyceum Natallia Kharytonava was nominated as a representative of “Belaya Rus”.



Tsentralnaya election constituency #33

8 out of 13 members of the commission already have a practical experience of work at election commissions. Natallia Ananich, the head of the organizational and personnel department of the Tsentralny District Executive Committee of Homel, nominated by citizens, is a novice in this sphere. Anatol Karneyeu, who worked at the Savetskaya constituency election commission during the previous parliamentary election, has moved to the Tsentralnaya commission. Schoolmaster Ala Nikifarava was nominated by citizens as well. Her colleague, gymnasium head Viktar Petukhou got to the commission as nominee of a trade union. He worked at the constituency commission during the presidential election, as well as Valiantsina Palonskaya, the head of the district Red Cross organization.

Veteran Aliaftsina Svirydava worked at the Savetskaya commission during the previous election to the Parliament, whereas this time she will work at the Tsentralnaya commission. The chief accountant of the social protection department of the Savetski District Executive Committee of Homel Natallia Sachylovich worked at the Pramyslovaya constituency election commission, but now will work in the Savetskaya commission, to which she nominated by citizens.

The head of the children’s recreation house Tamara Charniak also worked in the Savetskaya commission. She has been nominated to the Tsentralnaya commission as a representative of the “state NGO” “Belaya Rus”.


Savetskaya election constituency #34

Only 2 members of the Savetskaya commission worked at it during the previous parliamentary election. Valiantsina Bayeva worked at the Pramyslovaya constituency election commission during the previous parliamentary election, but works at the Savetskaya commission this time. The deputy head of the Savetski District Executive Committee Alena Herashchanka will work in the commission as a nominee of citizens. The first secretary of the Savetski district organization of the Belarusian National Youth Union Hanna Zalatukhina and her colleague main specialist of the district BNYU branch Dar’ya Piashkun, were included into the commission for the first time, as representatives of citizens. “Belaya Rus is represented at the commission by the head of secondary school #33 Ina Tsimashenka. The main specialist of the education department of the Savetski District Executive Committee Natallia Shaparava was nominated to the commission “by citizens” too.


Pramyslovaya election constituency #35

A newcomer in the commission is the head of the organizational and personnel department of the Savetski District Executive Committee Ala Andrushenka, nominated “by citizens”. Her colleague, the head of the organizational and personnel department of the Navabelitski District Executive Committee Alena Khamets, was nominated to the commission by the civil association “Red Cross”.

Andrei Bandarenka, main lawyer of the Savetski District Executive Committee, was nominated “by citizens”. He had worked in the commission during the previous election. Larysa Yeliseyeva, head of secondary school #38, was nominated to the commission as a representative of a trade union, while her colleague, head of secondary school #39 Siarhei Kamysh was nominated by a labor collective, as well as the head of a social service center Yuliya Kandrashonak.


Navabelitskaya election constituency #36

The executive officer of the Navabelitski District Executive Committee Aliaksei Vasiuchenka was nominated to the Navabelitskaya commission “by citizens”, as well as the deputy head of secondary school #27 Aksana Herashchanka. The head of the social service center Liudmila Hrytskova was nominated to the commission as a representative of the “Belaya Rus”. The head of the liquor and vodka plant, member of the city council Halina Kardasiova was nominated to the commission by the labor collective of the accountant department of the plant. The deputy head of the Navabelitski District Executive Committee Uladzimir Pryvalau was nominated by a trade union.


Selskaya election constituency #37

The head of the social service center of the Dobrush district Alena Aleinikava was nominated to the commission as a representative of citizens. She had already worked in the commission before, as well as the chief medic of the Dobrush district hospital Nadzeya Belahlazava, nominated to the commission by a labor collective. The head of the Dobrush district communications center Hanna Dubautsova was nominated “by citizens” too. The head of the district veteran council Anatol Karcheuski will work at the commission as well.

The executive officer of the Homel District Executive Committee Anatol Kedo was included in the commission as representative of a trade union. He had worked at the commission during the previous parliamentary election. The deputy head of the “Bryliova” enterprise Liubou Kazlova was nominated to the commission by a labor collective.

The head of the organizational and personnel department of the Homel District Executive Committee Katsiaryna Loskaya was nominated “by citizens”, while her subordinate, chief specialist of the department Ala Tkach represents the “Belaya Rus”.

Thus, a general tendency can be observed: each commission obligatory includes either deputy head of an executive committee, its organizational and personnel department or ideology department, while the rest are heads of various state organizations and enterprises.
