Central Election Commission turns down appeal of Mahiliou observer
Alina Skrebunova asked the CEC to declare invalid
the results of the parliamentary election at the polling station #48. According
to her, the data of the virtual calculation of the electors who came to vote
didn't correspond to the number in the commission's protocol.
The head of the Central Election Commission Lidziya Yarmosyna answered, that
according to the Electoral Code the results of elections can be declared valid
or invalid only at electoral constituencies, not at separate polling stations.
Moreover, the virtual calculation of voters does not bring any legal
consequences, as according to parts 5 and 6 of Article 55 of the Electoral Code
the number of the electors who received ballots is established according to the
list of electors and the number of the electors who took part in voting – by
the number of the ballots which were found in the ballot boxes.
Alina Skrebunova also pointed at the fact that the calculation of votes was not
conducted separately for each ballot box, to which Lidziya Yarmoshyna replied
that it can witness violation of the procedure, not of the electors' will.
The Office of the Prosecutor General, to which the observer applied as well,
forwarded her appeal to the Mahiliou District Prosecutor's Office.
“The answer of Lidziya Yarmoshyna witnesses that observer's testimonies have no
value for election commissions. Moreover, it is impossible to appeal the
results of the voting at court. It is a vicious circle,” commented the human
